Money managers grade fiscal policy poorly, favor Fed's Warsh

A Barron's fall poll of institutional money managers finds 60% grade the administration's fiscal policy D or F, with tariffs a key complaint. Fed Chair Kevin Warsh gets a 71% favorability rating. Only 51% of managers beat the S&P 500 this year.
